A few!. It was something like 100+_ messages in about a 12-24 hour
period. I thought that something had blown up, when all I was seeing
the other night was [44-Net] message headers on my phone.....
At least it's dropped back down to normal level's now.

announcement that's gone out. Actually, the first sign that something
had changed was reverse DNS for all of 44.x was not working. Someone botched that as the sold block was transferred to its new owners, it
would seem. And the announcement came shortly afterwards.

I suspect it is similar in a lot of countries... some politician, which may not be on the ballot in your locality, comes up with a dumb idea (or is sold one by a corporation in this case) and dumber things happen as a result.
I don't think that is an America-only thing. :(
